通过 MQC 的 Traffic Behavior 的 redirect ip-nexthop 实现策略路由：

[RTA] traffic behavior to-isp14
[RTA-behavior-to-isp14] redirect ip-nexthop 10.0.14.4

注意事项

在 Traffic Classifier 中，如果通过 ACL 抓取流量，要注意 ACL 默认行为。
